DECLARATION
of the Virtublic Party
PREAMBLE
We, the sovereigns of the unified internet, called forth by reason, will, and the pursuit of digital freedom, establish the Virtublic Party as a union of independent consciousnesses. We affirm that the human being is the source of meaning, the measure of justice, and the bearer of creative power.
We recognize that popular authority arises from collective responsibility, and dignity from conscious will.
We unite to establish an order based on truth, attention, and freedom; to protect the sovereign individual from subjugation to impersonal algorithms; and to restore the human right to be the master of their own digital existence.
We establish the Virtublic Party as an instrument for the realization of Virtublic — a digital democracy where sovereignty belongs to reason, where law is born from the will of the free, and where every act of consciousness becomes an act of the individual, asserting their immortal right to freedom.
Fundamental Principles
- Sovereignty of the individual is the highest value; each individual in the network is the source of their own authority and responsibility.
- Party activities are based on the voluntary and conscious consent of sovereigns, their active participation, contribution, and discipline.
- Strategic centralization operates at the initial stage for protection and coordination; the transition to federation of powers occurs according to pre-announced criteria.
- Transparency of key procedures combines openness with the necessity of operational security.
- Each individual holds one unique digital identity (one pseudonym).
- Reputation serves as a measure of trust and a mechanism for accumulating authority.
- External capital investments are limited at early stages to prevent influence over governance and attempts at control.
MAIN TEMPORARY REGULATION
Section I. General Provisions
1.1. This Regulation is developed in strict accordance with the Declaration of the Virtublic Party and details its provisions.
1.2. The principal terms and their definitions are provided in Section II of this Regulation.

The main list is provided at the end of the document. Each regulation is developed separately and approved according to the procedure established by this document.
Section II. Terminology and Titles
- Sovereign — a unique individual who has completed registration and accepted the obligations of the Declaration. Rights are limited.
- Virtublican — a sovereign who has successfully completed the Membership Protocol.
- Evolutionary Activist — an active Virtublican participating in the cell’s party activities, performing operational and party tasks; granted additional rights and obligations proportionate to their contribution.
- Cell — a fundamental group of 5–15 sovereigns organized by function or region; serves as a structural unit of the network.
- Executive Cell — a group formed to execute a specific task; operates autonomously while remaining synchronized with the corresponding managing cell.
- Managing Cell — a directional coordinator; evaluates contributions, allocates resources, and defines the strategic framework for affiliated executive cells.
- Parallel — a network of cells united by function, objective, or region; ensures coordination among cells.
- Cell Leader — the head of a cell; responsible for operational management, task execution, and reporting. Appointed according to the Regulation (initially by the Party Leader).
- Cell Coordinator — a supervisory role; appointed by the Party Leader; monitors compliance with rules, maintains the Action Log, deadlines, and procedures; authorized to temporarily suspend local decisions if procedural violations are suspected.
- Party Leader — a temporary operational and strategic leader during the initial phase; acts strictly within the mandate and limitations defined by this Regulation.
- Central Administration (Temporary Core) — the coordinating body at the formation stage; ensures coherence of actions, supports Parallels, and monitors key operational processes.
- Evolutionary Link — a unique digital identifier assigned to a Virtublican to record the affiliation of recruited supporters to the Evolutionary Set. The issuance method, format, and verification procedure are regulated separately.
- Evolutionary Set — a network of supporters organized through Evolutionary Links; serves as a mechanism for coordinating contributions, motivation, and recognition of participants.
Section III. Evolutionary Set
Definition. An Evolutionary Set is a network of supporters formed by an initiator (evolutionary) through an Evolutionary Link. The set serves to mobilize and record contributions within the activities of Virtublic.
Evolutionary Link. An Evolutionary Link is a unique digital identifier of a Virtublican, used for the registration and tracking of recruited supporters. The format, issuance rules, and verification methods of links are determined by the Regulation on the Evolutionary Set.
Affiliation. Registration via a link establishes a participant’s membership in the set; changes of affiliation are permitted only according to procedures established in the Regulation on the Evolutionary Set.
Restrictions. Sets do not confer the right to bypass general governance procedures; substantial external contributions are subject to special verification and declaration.
Regulation. All operational details are formalized in a separate Regulation on the Evolutionary Set.
Section IV. Right and Procedure of Admission
The right of admission is granted to a unique individual who has accepted the Declaration. Multiple pseudonyms are prohibited.
Two pathways for admission:
a) Through activism — completion of an introductory mission or protocol.
b) Through material contribution — payment of the initial contribution, the amount and procedure of which are established by the Financial Regulation.
Regardless of the chosen pathway, upon successful completion of the verification procedure and interview, the candidate is assigned the rank of Virtublican.
Admission Procedure: motivation questionnaire → recommendation (minimum one / financial contribution) → remote interview (correspondence) → recording of the result in the protocol and Action Log.
Recording. Admission into a cell is recorded in a protocol specifying the purpose, composition, and appointed leader; all protocols are preserved and subject to publication in the Action Log.
Rank Transitions. The transition of a Virtublican to an Evolutionary Activist and further to other ranks occurs through formal evaluation cycles, task completion, and accumulation of reputation (VIC) — in accordance with the relevant regulation.
Section V. Ranks, Rights, and Obligations
Ranks within the Virtublic Party reflect the degree of a sovereign’s participation in the general process — from education and self-determination to strategic leadership and management of evolutionary structures. Each level represents not a social hierarchy but a stage of awareness, responsibility, and engagement in the common cause.
1. Virtublican
- Full member of the party, recognized as a sovereign, participating in policy formation and development directions;
- Right to vote on key issues;
- Participation in strategic discussions and decisions;
- Eligibility for delegation, committees, coordinator, and leadership roles;
- Responsibility for mentorship, internal ethics, and reputation in the digital space;
- Access to basic resources and communication channels.
2. Evolutionary Activist
- Participant engaged in the activities of a cell and practical party projects;
- Right to initiate proposals, campaigns, and evolutionary activism initiatives;
- Participation in operational voting and implementation of cell decisions;
- Access to extended resources and interaction tools;
- Obligation to report on completed tasks and achieved results.
3. Cell Coordinator
- Procedural control figure ensuring compliance with regulations and deadlines;
- Monitoring the execution of decisions and adherence to procedures;
- Right to temporarily suspend local decisions upon suspicion of procedural violation;
- Maintaining the Action Log of the cell and reporting to the Central Administration;
- Obligation to preserve transparency and objectivity in all processes.
4. Cell Leader
- Head of the local party structure, personally responsible for its effectiveness;
- Planning, organizing, and distributing tasks;
- Motivation and coordination of cell activists;
- Responsibility for results and reporting to the Coordinator and Virtublicans;
- Compliance with OpSec standards, internal discipline, and ideological principles of the party.
5. Party Leader
- Highest strategic position, embodying the political and ideological will of Virtublic;
- Overall leadership and coordination of parallels and the Temporary Core;
- Appointment of leaders and coordinators in accordance with the approved regulation;
- Initiation of key projects, external communication, and party representation;
- Acts strictly within the mandate and is subject to public accountability before the community of sovereigns.
Section VI. Leader Institute and Temporary Core
Appointment.
The Party Leader is appointed by the Founding Core. The Leader performs functions of strategic management, network protection, and coordination of parallels during the formation stage.
Powers:
- Coordination of protection and response;
- External communication;
- Initiation of key projects and missions;
- Formation, reorganization, and closure of cells and parallels;
- Appointment of leaders and coordinators;
- Issuance of emergency orders with justification;
- Approval of major operations.
Accountability.
All decisions are recorded in the Action Log and are subject to audit by the Central Administration and the Council.
Restrictions.
The Leader’s actions may be contested; decisions are subject to verification for compliance with the Declaration and regulations.
Term of Office.
Up to 24 months, with the possibility of extension by decision of two-thirds of the parallel leaders following a public report.
Early Recall.
Possible at the initiative of 50% of parallel leaders or 20% of verified Virtublicans after reaching a threshold of 10,000 participants; prior to this, recall is possible by decision of the Founding Core or the Central Council.
Temporary Replacement.
Appointed by the Central Administration in case of recall or temporary inability to perform duties.
Section VII. Reputation, Rights, and Accumulation of Authority (VIC)
Foundation.
The reputation scale is built on three axes: contribution (completed tasks, recruited supporters), participation time (consistency and stability), and external verification (results, recommendations, achievements).
Point Accumulation Mechanism.
Each completed task generates contribution points; regular activity increases rank components; external verifications increase reputation weight. Specific formulas and algorithms are defined in the VIC Regulation.
Effect of Reputation.
Accumulated rights determine access to strategic cells, voting, managerial positions, and allocated resources.
Threshold Levels.
Access threshold levels are published in advance; criteria for achievement are transparent and subject to public verification.
Recording.
VIC calculation results and key changes are published in the Action Log.
Non-Financial Principle.
VIC is not a monetary unit and does not replace legal financial obligations; it is an internal metric of contribution and trust.
Rule Development.
The detailed VIC Regulation defines methodologies, appeals, and protection against manipulation.
Section VIII. Identity and Pseudonym Rules
Single Identity.
Each sovereign registers a single unique digital identity; multiple pseudonyms are prohibited.
Verification Procedure.
Verification includes confirmation of uniqueness, recommendations from a trusted cell, and a verification interview.
Exceptions.
In exceptional cases related to security, identity changes are permitted by decision of the Central Administration with reasons recorded.
Sanctions.
Manipulation or falsification of identities entails sanctions according to the scale (see Section XII) and publication of the decision in the Action Log.
Section IX. Security, OpSec, and Protection Against Takeover
OpSec Package.
Mandatory for Party Leaders, Cell Leaders, Coordinators, and key operators. Minimum standards are approved by the Central Administration and include: two-factor authentication, encryption of communication channels, password managers, minimization of public personal data of leaders, regular cybersecurity training, backup communication channels, and recovery plans.
Donation Restrictions.
Limits on individual external donations are established by the Financial Regulation and published in the Action Log; substantial contributions require verification and a special approval procedure.
Procedure in Case of Attack.
In case of suspected coordinated attack or power takeover: temporary suspension of disputed procedures; appointment of an independent audit; analysis of logs and actions; if confirmed — application of sanctions according to the scale.
Role of the Coordinator.
A Cell Coordinator may initiate temporary suspension of local decisions and request an audit by the Central Administration; such suspensions are recorded and published in the Action Log.
Monitoring.
A system for anomaly monitoring and early intervention procedures is implemented (defined in the OpSec Regulation).
Section X. Financial Transparency
Transparency.
All income and expenses are recorded; public reports for authorized Virtublicans are published quarterly.
Approval of Major Operations.
Major financial operations require approval by the Central Administration.
Crypto and Smart Contracts.
Implementation of crypto instruments and smart contracts is possible after meeting republic criteria or adoption of specific regulations.
VIC.
VIC is not a monetary surrogate and does not claim legal tender status.
Section XI. Roadmap for the Formation of Virtublic
Stage I — Network and Parallels Formation.
Verification of initial sovereigns, creation of cells and parallels, formation of the Temporary Core, implementation of OpSec and basic regulations.
Stage II — Influence Development and Internal Economy.
Expansion of the network, testing of VIC models and Evolutionary Set mechanisms, establishment of sustainable practices and feedback loops.
Stage III — Preparation of the Digital Republic.
Consolidation of practices, federalization of authorities, development and adoption of the working constitution of Virtublic, external legitimization.
Section XII. Sanctions and Dispute Resolution Procedure
Sanction Scale:
Warning → temporary restriction of rights → conversion to sovereign status → exclusion.
Procedure:
Initiative (sovereigns, cell leaders, Coordinator) → preliminary audit → hearing in the Central Council → final decision of the Council.
Appeal:
Decisions regarding sanctions may be appealed according to the procedure established in the Regulation on Sanctions and Dispute Resolution.
Closed Procedures:
In urgent or sensitive cases, a closed procedure is applied with mandatory subsequent public reporting.
Section XIII. Public Position on Legitimization
Strategic Goal:
External legitimization is a long-term objective; its achievement requires accumulated sovereignty, proven institutional stability, and transparent procedures.
Focus:
Until criteria are met, primary attention is given to internal resilience, protection of community autonomy, and sustainable institutional development.
Section XIV. Strategy for Accumulation of Sovereignty and Transition to a Digital Republic
Stepwise Approach:
Sovereignty is accumulated through decentralized parallels and Evolutionary Sets; subsequently, federalization of powers occurs with controlled transfer of institutional authority.
Transition Criteria:
Specific thresholds and procedures for the transition to the working constitution of Virtublic are defined in the Regulation on Transition to a Digital Republic.
Final Provisions
Entry into Force:
This document comes into effect upon adoption by the Founding Core and publication in the Action Log.
Review:
The document shall be reviewed at least once every 24 months or by decision of two-thirds of the parallel leaders.
Amendments to Private Regulations:
Amendments to Private Regulations are approved by the Party Leader and published in the Action Log.

- Regulation on Admission and Verification
Defines the procedure for registration, identity verification, Declaration acceptance, assignment of an Evolutionary Link, completion of interviews, and rank transitions. - Regulation on Contribution and Reputation (VIC)
Formalizes methods for evaluating contributions, accumulating reputation, publishing results, and the effect of VIC on access to voting, strategic cells, and resources. - Financial Regulation
Establishes rules for receiving funds, selling materials (books, resources), revenue distribution (20% to author, 20% to activist, 60% to the General Fund), and control of financial flows, including management of the Virtublic General Fund. - Regulation on the Evolutionary Set
Defines principles for organizing the Evolutionary Set as a system of mutual growth and development. Establishes procedures for set formation, issuance of Evolutionary Links, VIC accrual, and prohibition of artificial inflation. - Regulation on Sanctions and Dispute Resolution
Defines disciplinary procedures, sanction scale, initiation, review and appeal process, as well as restoration of participant statuses. - Regulation on Reputation-Based Democracy
Defines the system for access to managerial rights based on VIC points, establishes reputation thresholds for participation in voting, elections, and the Council of Guardians, provides mechanisms for protection against manipulation, and sets procedures for auditing reputation data.
