FINANCIAL REGULATION

(Adopted in accordance with the Main Temporary Regulation of the Virtublic Party)


Section I. General Provisions
1.1. This Regulation establishes rules for forming the financial base of the Virtublic Party, including receipt of funds, dissemination of strategic literature, allocation of income, and management of the General Fund.
1.2. At the initial stage, the financial model is based on the distribution of evolutionary literature. Acquisition of literature is a voluntary targeted contribution to the development of the Movement, an act confirming participation, and the main method of fulfilling the financial condition for entry, as established in the Entry Regulation.
1.3. Contribution and access structure:
a) “System Failure 5631826” (contribution £100) — basic participation package, including a copy of the book, Virtublican registration, access to the closed community, and a personal Evolutionary Link.


Section II. Budget Sources
2.1. Primary sources of income:
a) Targeted contributions from participants linked to the acquisition of strategic materials;
b) Voluntary donations;
c) Partner programs and other legitimate sources.
2.2. All financial receipts are recorded in a single ledger and are subject to transparent accounting.


Section III. Allocation of Funds
3.1. Standard contribution allocation applies to all types of contributions:
a) 20% — to the author of the material (“System Failure 5631826” — Henry Irving; “Virtublika” — Henry Irving);
b) 20% — to the activist who recruited a new participant or initiated the purchase of the premium package;
c) 60% — to the General Fund of the Virtublic.
3.2. The General Fund is allocated to:
a) Development of the Movement’s digital infrastructure;
b) Funding missions and strategic initiatives;
c) Operational and organizational expenses.
3.3. Use of the General Fund requires a simple majority vote of the Financial Council, composed of Parallel Leaders. Sole management of the Fund is not permitted.


Section IV. Evolutionary Link and Rewards
4.1. Each participant receives a personal Evolutionary Link for disseminating ideology and attracting new supporters.
4.2. A reward of 20% of the contribution is automatically granted to the activist whose Evolutionary Link was used to make the payment.
4.3. Rewards are credited only for direct connections (first level) of the Evolutionary Set. Multi-level (pyramidal) reward systems are not used.
Accumulation of reputational capital (VIC) for set development occurs according to the Regulation on Contribution and Reputation (VIC).


Section V. Transparency, Reporting, and Control
5.1. All financial operations are recorded in a single ledger. Aggregate data, excluding confidential personal information, is available to participants for internal audit.
5.2. Quarterly public reports are published detailing income and fund allocation by contribution type.
5.3. Authorized financial coordinators are responsible for recordkeeping and report preparation.
5.4. For external verification and trust enhancement, hash-sums of key financial reports are published in the Action Log.


Section VI. Appeals and Dispute Resolution
6.1. Participants may file an appeal regarding financial operations related to their activity via the established feedback form.
6.2. Appeals are reviewed by the Financial Council within no more than 10 working days. Council decisions are final and published in the Action Log.
6.3. Unauthorized use of funds is considered a violation and entails sanctions established in the relevant regulation.


Section VII. Final Provisions
7.1. This Regulation remains in force until the transition to a decentralized financial model (VIC Coin) and may be supplemented by a separate regulation.
7.2. All amendments to this Regulation are approved by the Council of Parallel Leaders and published in the Action Log.
7.3. Making a contribution constitutes an act of support for the Movement, a symbol of personal participation, and a contribution to the collective financing of the Virtublic.
