This Regulation establishes the procedure for obtaining managerial rights within the Virtublican Party based on the VIC reputational score. 1.2. The purpose of this Regulation is to ensure systemic resilience against capture, to incentivize high-quality participation, and to uphold the principle of earned democratic access through contribution and reputation. 1.3. The Regulation implements the principles of evolutionary participation and defines the process for the growth of political agency of the citizens of Virtublic. 1.4. The Regulation enters into force upon publication in the Action Ledger and remains valid until the adoption of the Constitution of Virtublic. Section II. Definitions 2.1. Threshold VIC — the minimum reputational score required to obtain a specific managerial right. 2.2. Evolutionary tenure — the number of full days since the assignment of Virtublican status, provided that no inactivity break exceeds 30 days. 2.3. Net reputation — the current VIC balance minus points annulled due to sanctions or invalidated missions. Section III. This Regulation establishes the rules for forming the financial base of the Virtublican Party, including the receipt of funds, distribution of strategic literature, allocation of income, and management of the General Fund. 1.2. At the initial stage, the financial model is based on the distribution of evolutionary literature. The acquisition of literature constitutes a voluntary targeted contribution to the development of the Movement, an act confirming participation, and the primary mechanism for fulfilling the financial requirement for entry as defined in the Admission Regulation. 1.3. Contribution and access structure:
“Entry Contribution” — £100: a basic participation package that includes a copy of the book, 100 VIC and confers the status of Virtublican. Section II. Sources of Budget Formation 2.1. Primary sources of revenue:
a) targeted contributions from participants, linked to the acquisition of strategic materials;

VIC (Virtual Integrity Credit) is the internal unit for recording contribution and reputation. At the initial stage, the system operates on a centralized database and does not constitute a monetary instrument or financial asset. 1.3. Upon transition to blockchain, all accumulated VIC will be transferred to a decentralized ledger while preserving their history and structural integrity. 1.4. Objectives of the VIC system:

Any individual aged 16 or older who accepts the Declaration and the Interim Basic Regulation may apply for admission. 2.2.
