(Adopted in accordance with the Main Temporary Regulation of the Virtublic Party) I. General Provisions
1.1. This Regulation establishes the procedure for access to governance rights in the Virtublic Party based on the reputation score (VIC).
1.2. The purpose of the Regulation is to ensure system resilience against capture, encourage meaningful participation, and secure the principle of earned access to democracy through contribution and reputation.
1.3. The Regulation implements the principles of evolutionary participation and defines the procedure for the growth of political agency of Virtublic citizens.
1.4. The Regulation becomes effective upon publication in the Action Log and remains in force until the adoption of the Virtublic Constitution. II. Definitions
2.1. Threshold VIC — the minimum reputation score required to obtain a specific governance right.
2.2. Evolutionary Tenure — the number of full days since the assignment of Virtublican status without interruptions of more than 30 days.
2.3. Net Reputation — current VIC balance minus points annulled due to sanctions or canceled missions. III. 1.1. This Regulation establishes a unified procedure for applying disciplinary measures, resolving disputes, handling appeals, and restoring participant statuses.
1.2. The Regulation aims to maintain internal fairness, protect individual sovereignty, and uphold ethical order within the Virtublic Party.
1.3. Any sanctions are applied strictly within the principles set forth in the Declaration: awareness, voluntariness, dignity, and collective responsibility. II. Principles of Disciplinary Policy
2.1. Proportionality — the sanction corresponds to the nature and severity of the violation.
2.2. Awareness — participants are notified of the violation and have the right to provide an explanation.
2.3. Transparency — decisions are recorded in the Action Log (except for closed procedures).
2.4. Right to Restoration — after eliminating the violation, participants may be fully restored to their rights.
2.5. Prohibition of Arbitrary Action — any sanctions applied without procedural grounds are considered a breach of the Regulation. III. Classification of Violations
3.1. Ethical — disrespect, false information, actions undermining trust in the Virtublic.
3.2. Organizational — failure to fulfill obligations, missing deadlines, ignoring procedures.
3.3. Identification — duplicate pseudonyms, falsification of data, false recommendations.

The Evolutionary Set is a tool for digital self-development and democratic participation, not a means of generating profit.
All forms of reward serve to recognize the contribution of participants to the establishment of the Virtublic and do not imply investment activity, passive income, or financial dependence.
The structure of the Evolutionary Set is not a commercial network, pyramid scheme, or MLM system. Its purpose is to create a transparent and fair system of digital citizenship based on trust, contribution, and responsibility. Section I. General Provisions

1.2. The Evolutionary Set is a network of supporters linked via Evolutionary Links for the purpose of digital citizenship development, experience exchange, and participation in Virtublic projects.
1.3. The purpose of this Regulation is to establish a fair, transparent, and non-commercial system of contribution recognition, where rewards are expressed in two forms:
  • Reputational (VIC): a measure of participation and trust;
  • Financial (Fiat): compensation for completed tasks or dissemination of authorial materials.

1.1. This Regulation establishes rules for forming the financial base of the Virtublic Party, including receipt of funds, dissemination of strategic literature, allocation of income, and management of the General Fund.
1.2. At the initial stage, the financial model is based on the distribution of evolutionary literature. Acquisition of literature is a voluntary targeted contribution to the development of the Movement, an act confirming participation, and the main method of fulfilling the financial condition for entry, as established in the Entry Regulation.
1.3. Contribution and access structure:

2.1. Primary sources of income:
a) Targeted contributions from participants linked to the acquisition of strategic materials;

1.2. VIC (Virtual Integrity Credit) is an internal unit for tracking contribution and reputation. At the initial stage, the system operates on a centralized database and is not a monetary instrument or financial asset.
1.3. In the future, upon transition to blockchain, all accumulated VIC will be transferred to a decentralized ledger while preserving history and structure.
1.4. Objectives of the VIC system:

  • to ensure a transparent and fair mechanism for recognizing participation.
Section II. Basic Concepts and Principles
2.1. Contribution — any action by a participant aimed at achieving the objectives of the Virtublic.
2.2. Contribution Evaluation: Each mission, project, or protocol predefines the number of VIC to be awarded to participants upon completion.
