EVOLUTIONARY SET REGULATION

(Adopted in accordance with the Main Temporary Regulation of the Virtublic Party)

Explanatory Note
The Evolutionary Set is a tool for digital self-development and democratic participation, not a means of generating profit.
All forms of reward serve to recognize the contribution of participants to the establishment of the Virtublic and do not imply investment activity, passive income, or financial dependence.
The structure of the Evolutionary Set is not a commercial network, pyramid scheme, or MLM system. Its purpose is to create a transparent and fair system of digital citizenship based on trust, contribution, and responsibility.

Section I. General Provisions
1.1. This Regulation defines the principles of organizing, forming, and operating an Evolutionary Set as a system of mutual growth, self-organization, and contribution accounting for Virtublic Party participants.
1.2. The Evolutionary Set is a network of supporters linked via Evolutionary Links for the purpose of digital citizenship development, experience exchange, and participation in Virtublic projects.
1.3. The purpose of this Regulation is to establish a fair, transparent, and non-commercial system of contribution recognition, where rewards are expressed in two forms:

• Reputational (VIC): a measure of participation and trust;
  
• Financial (Fiat): compensation for completed tasks or dissemination of authorial materials.
  1.4. The Evolutionary Set is not an investment, trading, or network marketing scheme. All rewards are granted exclusively for actual actions (contribution, labor, dissemination of ideas and materials), not for the mere recruitment of supporters.
  

Section II. Basic Concepts and Principles
2.1. Evolutionary Activist — a participant developing their own Evolutionary Set via a personal Evolutionary Link.
2.2. Evolutionary Link — a unique digital identifier designed to record the origin of new supporters, without creating hierarchy or payment chains.
2.3. Operating Principles:
a) Mutual Development — each participant may serve as a source of growth for others, without dependency or subordination.
b) Transparency and Automation — all operations are recorded in platform registries and available for verification.
c) Non-Commercial Nature — participation does not involve capital investment or expectation of profit from others’ actions.
d) Equal Access — every participant has equal opportunities to develop their set and receive reputational recognition.
e) Anti-Inflation Rule — any attempts to artificially inflate set metrics or self-reward are prohibited.

Section III. Rewards and Allocation Procedure
3.1. Financial Compensation (Fiat)

• granted exclusively for dissemination of authorial or educational materials prepared by the Virtublic;
  
• paid at a fixed rate (20%) for each confirmed acquisition of such materials via the personal link;
  
• does not extend to third-party activities and does not generate passive income.
  

3.2. Reputational Reward (VIC)

• granted for participation in missions, set development, and contributions to the Virtublic;
  
• non-transferable and non-saleable; used only to determine trust level and access to governance rights.
  

3.3. Level Limitation

• rewards are credited only for direct connections.
  
• the system does not provide multi-level or cascading payments.
  

3.4. Data Transparency

• all allocations are recorded in the Action Log and may be verified by the Council of Guardians.
  

Section IV. Responsibility and Control
4.1. Any form of manipulation is prohibited, including fictitious account registration, activity simulation, collusion, or automation of actions.
4.2. Violations are subject to measures under the Regulation on Sanctions and Dispute Resolution, including cancellation of rewards, account blocking, or expulsion from the party.
4.3. All financial and reputational flows are subject to regular audits by the Council of Guardians.Section V. Final Provisions
5.1. This Regulation enters into force upon approval by the Party Leader and publication in the Action Log.
5.2. Amendments to this Regulation may only be made according to the procedure established by the Main Temporary Regulation.
