REGULATION ON MEMBERSHIP AND VERIFICATION
(Adopted in accordance with the Core Temporary Regulation of the Virtublic Party)
Section I. General Provisions
1.1. This Regulation establishes a unified procedure for membership admission, identity verification, and assignment of statuses within the Virtublic Party.
1.2. This Regulation is binding for all cells, Parallels, Coordinators, and participants involved in the process of admitting new members.
1.3. The purpose is to create a transparent, secure, and fair process that prevents identity duplication and external manipulation.
Section II. Right to Join
2.1. Any individual over the age of sixteen who has accepted the provisions of the Declaration and the Core Temporary Regulation may apply for membership.
2.2. Each candidate must confirm compliance with the principles of personal sovereignty, conscious attention, and internal discipline.
2.3. Registration of multiple profiles or pseudonyms is prohibited; violation results in annulment of status and suspension of participation.
Section III. Pathways to Membership
3.1. Through activism — completion of an introductory mission under the supervision of a trusted cell.
3.2. Through material contribution — payment of a startup contribution in accordance with the Financial Regulation.
3.3. Independent admission pathway (Path 0):
- completion of an online intention form;
- completion of an introductory course and testing;
- execution of an introductory mission or payment of the financial contribution;
- assignment of Virtublican status following verification.
3.4. For all pathways, the following are mandatory:
- identity verification;
- motivational letter and application.
3.5. Standardized recommendation requirement: Regardless of the chosen admission pathway, including Path 0, the candidate must provide at least one recommendation from a current Virtublican OR make the startup financial contribution in the amount established by the Financial Regulation.
3.6. As a recommendation, an Evolutionary Link of a current Virtublican may be used, which is considered equivalent to a personal recommendation and records the candidate’s affiliation with the corresponding Evolutionary Set. This requirement is mandatory for all candidates and cannot be waived.
Section IV. Membership Procedure
4.1. The unified membership procedure includes:
a) completion of a motivational questionnaire;
b) provision of at least one recommendation or payment of the financial contribution;
c) remote interview (correspondence);
d) recording of the result in the Action Log.
4.2. Outcome: assignment of Virtublican status with access to basic communication channels and missions.
4.3. Probationary period:
- first 30 days — simplified exclusion procedure at the discretion of the Cell Leader;
- upon expiration, the status is permanently confirmed.
4.4. Rights during the probationary period. During the 30-day probationary period, the status of Evolutionary Activist is preliminary. The candidate has access to basic resources. Full rights are automatically activated, and the candidate’s status is changed to “Evolutionary Activist” upon successful completion of the probationary period.
Section V. Identity Verification
5.1. Verification is conducted to confirm the uniqueness of the individual and to protect the digital space.
5.2. Mandatory parameters:
a) unique pseudonym and contact information;
b) confirmation of e-mail and an alternative contact channel;
c) recommendation from a current Virtublican or payment of the financial contribution in accordance with the Financial Regulation.
5.3. Verification methods:
- analysis of digital footprint and activity history;
- check for duplication with existing identities;
- cross-verification of contact information.
5.4. All personal data is stored in encrypted form and is accessible only to authorized Coordinators.
Section VI. Statuses and Advancement
6.1. Virtublican — basic status after joining:
- access to basic resources and communication channels;
- contribution and reward tracking system (VIC);
- Evolutionary Set (see Evolutionary Set Regulation);
- participation in strategic discussions.
6.2. Advancement to Evolutionary Activist:
- completion of the Membership Protocol within the cell;
- recommendation by the Cell Leader;
- outcome — access to cell tools, missions/protocols, and VIC accrual.
6.3. All status transitions are recorded in the Action Log, indicating date and rationale.
Section VII. Oversight and Security
7.1. Compliance with this Regulation is monitored by Cell Coordinators and the Central Administration.
7.2. All procedures adhere to the principles of digital ethics and OpSec standards.
7.3. Violations (false information, manipulations, duplication) result in status annulment and access restriction.
Section VIII. Appeals
8.1. Appeals must be submitted via the feedback form within 14 days of receiving a refusal.
8.2. Review is conducted by the administration within 30 days.
8.3. The appeal decision is final and recorded in the Action Log.
Section IX. Final Provisions
9.1. This Regulation comes into force after approval by the Party Leader and publication in the Action Log.
9.2. Amendments are made in accordance with the procedure established by the Main Temporary Regulation.
9.3. Review is conducted at least once every 24 months.
