Regulation of Membership and Verification
(Adopted in accordance with the Interim Basic Regulation of the Virtublican Party)
Section I. General Provisions
1.1. This Regulation establishes the unified procedure for admission, identity verification, and status assignment within the Virtublican Party.
1.2. The Regulation is mandatory for all cells, parallels, coordinators, and participants involved in the admission process.
1.3. The objective is to ensure a transparent, secure, and fair procedure that prevents duplicate identities and external manipulation.
Section II. Eligibility for Admission
2.1. Any individual aged 16 or older who accepts the Declaration and the Interim Basic Regulation may apply for admission.
2.2. Each candidate confirms adherence to the principles of personal sovereignty, conscious attention, and internal discipline.
2.3. Registration of multiple profiles or pseudonyms is prohibited. Violations result in status annulment and suspension of participation.
Section III. Admission Paths
3.1. Admission through Material Contribution
The candidate provides the entry contribution in the amount specified in the Financial Regulation.
3.2. Self-Admission Path (Path 0)
– completion of the online intention form;
– payment of the entry financial contribution;
– assignment of the Virtublican status after verification of the contribution.
3.3. Mandatory Requirements for All Paths
– identity verification;
– motivation letter and formal application.
Section IV. Admission Procedure
4.1. The unified admission procedure includes:
a) completion of the admission form;
b) registration of the result in the Action Ledger.
4.2. Result: assignment of the Virtublican status with access to basic communication channels and missions.
4.3. Trial Period:
– during the first 30 days, simplified exclusion procedures apply at the decision of the Cell Leader;
– after the period ends, the status becomes permanent.
4.4. Rights During the Trial Period
For the 30-day trial period, the “Evolutionary Activist” status is preliminary.
The candidate receives access to basic resources.
Full rights activate automatically, and the candidate’s status is changed to Evolutionary Activist upon successful completion of the trial period.
Section V. Identity Verification
5.1. Verification is conducted to confirm the uniqueness of the individual and to protect the digital environment.
5.2. Mandatory parameters:
a) unique pseudonym and contact details;
b) confirmation of email and an alternative communication channel;
c) recommendation from an active Virtublican or payment of the financial contribution as defined by the Financial Regulation.
5.3. Verification methods:
– analysis of digital footprint and activity history;
– checks for overlap with existing identities;
– cross-verification of contact information.
5.4. All personal data are stored securely and accessible only to authorized coordinators.
Section VI. Statuses and Advancement
6.1. Virtublican — the basic status granted upon admission:
– access to essential resources and communication channels;
– access to the VIC contribution and reward system;
– participation in strategic discussions.
6.2. Advancement to Evolutionary Activist:
– completion of the cell admission protocol;
– recommendation by the Cell Leader;
– result: access to cell tools, missions, and protocols with VIC rewards.
6.3. All status transitions are recorded in the Action Ledger with dates and grounds.
Section VII. Oversight and Security
7.1. Compliance with this Regulation is supervised by Cell Coordinators and the Central Administration.
7.2. All procedures follow the principles of digital ethics and OpSec standards.
7.3. Violations—false data, manipulation, duplication—result in status annulment and suspension of access.
Section VIII. Appeals
8.1. Appeals must be submitted through the feedback form within 14 days of receiving the decision.
8.2. The review is conducted by the administration within 30 days.
8.3. The decision is final and must be recorded in the Action Ledger.
Section IX. Final Provisions
9.1. The Regulation enters into force upon approval by the Party Leader and publication in the Action Ledger.
9.2. Amendments are adopted in accordance with the Interim Basic Regulation.
9.3. The Regulation must be reviewed at least once every 24 months.
